ftp:// in ie works all comps but one, a connection with the server could not be established

Hello, I have one computer (win XP pro) on the network that when the user tries to use IE (ver6.0.28) to ftp to a site that everyone else can use ie to ftp too, they get the following error

Windows cannot acess this folder make sure you typed the filename correctly and make sure you have permission to access the folder

A connection with the server could not be established

To my knowledge there is no firewall on the machine, the native firewall is disabled, the machine is not restricted by the server from accessing, the machine can ping the server, and resolve it in DNS. The server is not on the same lan or domain, and the client can succesfully ftp using any other client to the server. Again other clients on the same lan, and outside the network, can access the server ftp fine.

If anyone could offer a suggestion for troubleshooting this it would be appreciated

Fix if This problem occurs after you apply the 832894 security update
(MS04-004) or the 821814 hotfix.

SYMPTOMS
Programs that use Wininet functions to post data (such as a user name or a
password) to a Web server retry the POST request with a blank header if the
Web server closes (or resets) the initial connection request.
