I just submitted my own order.
There was no mention of shipping and handling charges at all.

Actually, there is: "The Windows Security Update CD will be shipped to you
free of charge." No cost for updating your system, no cost for sending the
CD out. Win-win!

I checked at the link posted below and there are sections
for both US-Canada and Worldwide orders. Hope that helps!

For countries other than USA or Canada you will be forwarded to the security
section of Microsoft's homepage in that country. There you will find a link
to the order form.

I have ordered it. Will this be a future feature at Microsoft? To issue
update CD's, i mean?

The update CDs are mainly intended for people who do not have broadband
internet access. After you apply the update CD there will still be a couple
of critical & important security updates on Windows Update. However, for a
dial up user it is easier to download only a couple of updates that are
about 5MB, than download all updates which might bei about 50MB.
Security is currently one of the main topics in IT business, so it is very
likely that MSFT will continue to ship free update CDs to help customers
protect their computers.
