Xp will not recognize floppys formated by win 95 or 98
This isn't precisely true. However, there is a known issue with XP
recognizing floppies formatted in older operating systems on older
machines. The best way to deal with this is to format a few new
floppies in the XP machine. Then take the floppies with old data to a
machine running Win98 and copy the data to the hard drive. Now copy
that data onto the new XP floppies. Your XP machine should be able to
read the data now.

Try this. Format some floppies on your XP machine, take them to
to a 98 machine, and copy the diskettes you are trying to read to
the newly-formatted ones. You should be able to read them now,
