Error on File Replication service during AD installation

Since our BDC went down, I am trying to promote a member server to a DC and
during the installation of AD (dcpromo), I get a message saying "The
operation failed with the following error: The file replication service
cannot be started". When trying to manually start the service, I get an
error saying "Could not start the File Replication service on Local
Computer. Error 1067: The process terminated unexpectedly". The event log
simply lists an error 7023 from the Service Control Manager. I don't find
much useful information on Microsoft's web site.

I've tried changing the user under "Log on as" to a domain admin but it
makes no difference. Also, while trying to install AD, I am logged in as a
domain admin. The service will also not start upon rebooting the server.
I've run the File Replication diagnostic tool (frsdiag.exe) but don't seem
to find anything helpful, at least not that I can tell.

Whether it makes any difference or not, this server is also a SQL server.
The only other option in our small network would be to use a 2003 server,
which I'd rather not do.
