A window labeled "SmartIssue" pops up with the message

I have Windows XP
This occurs at start up and later, both online and off
The quick fix wizard detects no problems
Will this cause problems? How can this be fixed?

Sounds like a third party application. Have you tried using MSCONFIG to
clean boot the machine? What about safe mode? Do you get the issue there?
