Error 1706 when trying to run Word 2000

I think I'm working on a computer that's cursed:

1) Did a fresh install of XP Pro. Got all service packs/security updates.

2) Installed Office 2000 Professional using the admin account (no other
accounts created at this point)

3) Created 2 limited user accounts

When I start Word or Excel from the admin account, or user 1, all is normal.
When I do the same for user 2, I see a dialog saying "Windows Installer -
Preparing to Install". Then, I get the following message dialog 3 times:

"Error 1706. No valid source could be found for Microsoft Office 2000 SR-1
Professional. The Windows installer cannot continue."

After I click away the dialog the third time (and it's always 3 times), the
program (Word or Excel) starts, and keeps showing the EULA message, as if
this were the first time the program was started. I click away the EULA
message and everything's normal until the next time I start Word or Excel.
What is going on here????? The programs are installed, and work fine in two
other accounts, but not this one.

Well, that sounded promising, but it didn't work. This whole problem makes
no sense. Office ran fine from the admin account. I create two limited user
accounts within 60 seconds of each other. The problem happens with one, but
not the other. I'm debating the following with my coffee cup, which has
nothing useful to contribute at the moment:

1) Re-run setup with the "Repair Office" option. But, this says it'll return
the thing to it's original SR-1 status. Would this eliminate the service
pack & security updates I've done?

2) Delete the troubled user account and re-create. This costs nothing but a
few minutes.

News from my friend, as of last night: "It stopped doing it. I started Word
three times without seeing that dialog or any other nasty interruptions".

The only change made to the machine after he got it from me was the
installation of an HP printer. I'll confirm later that Word is, in fact,
behaving correctly, because at the moment, I don't believe it. If it's true,
than the solution is obvious for future users: They have to buy a specific
HP printer.
