Error 0x80070422

"Windows Defendr was unable to complete the update: 0x80070422. The service
cannot be started, either because it is diabled or because it has noenabled
devices associated with it."

I have already tried to uninstall and reinstall. I have checked
"services.msc" and "msconfig-services tab" to see if it is running and it is.
I have no firewall running.
Can I get some help with this?

Check your BITS service

0x80070422 -2147023838 ERROR_SERVICE_DISABLED The service cannot be
started. If BITS service is disabled by the Administrator, then this
error will be seen.
