Ending Program Explorer.exe when shutting down

Alright, a buddy of mine has Win XP with SP1 installed.
Everytime he goes to shut down the computer, explorer
hangs, and gives him the option to wait, or click end now.
(I think you all know what I'm talking about) I get that
sometimes too..but he seems to get it every time! Is
there a way to resolve this situation?

This edit automatically ends tasks and timeouts that prevent programs from
shutting down and clears the Paging File on Exit.
