Encoding issue that will not go away

Ok when searching the web I must use view - encoding -
western European windows, because it always stays on ISO
format. Yes I have enabled the Auto function ...and been
shot down again and again.

Any help would be appreciated. I am using SBC DSL
connection and am tired of trying to change things for
each web page.

Read this article. You may be missing some .nls files or your registry
setting is incorrect.

Pictures Are Not Displayed on Web Sites in Internet Explorer
A Web page may display an image as a red X, or a placeholder may appear in
place of the image.
