Empty when closed sometimes fails

I have chosen to have IE6 "empty temporary internet files folder when browser is
closed". (from advanced menu) Usually this works but sometimes doesn't. When it
doesn't the cached files stay even when I re-open IE6 and close it again. This
seems to happen when I open multiple browser windows but I can't replicate this
intentionally. Any ideas?

Hi,
You may have to shut down some other programs for this to work properly.
Messenger and Outlook Express have been implicated as preventing the
clearing of the Temporary Internet Files folder.
