Effects Tab in Display Properties

My EFFECTS tab in Display/Appearance properties quit working. I click the
tab, but nothing...HELP!

Thank you Claymore! YOU'RE A MIRACLE WORKER! I also noticed line 256-right
may have worked too: "Effects Options are Greyed Out - Appearance", but I'm
not the expert, just guessing. There's a bunch of good stuff on this site!
