desktop icons

my icons are no longer transparent. I have done all the usual.
1...I have no Active Desktop items checked in my Web Tab
2...My icons are not locked on my desktop
3...My drop shadow is checked
4...My wallpaper is a JPG.
Also my EFFECTS Button under Appearance in Display Properties does not
worked when clicked.
This all seem to start when I was changing a few things in Accessibilty.I
went back and changed things to default and that did not correct
anything.This maybe just a coincidence that it happened at the same time.
I have XP Home
Emachines T6216
Nvidia Geforce 6100
I would like my icons transparent again and my EFFECTS button to work
again.I'm not a geek or a newbie and I have no problem changing the registry
if need be.
Can someone help PLEASE

1. Click Start, click Control Panel, and then double-click Display.
2. On the Settings tab, click Advanced, and then click the Troubleshoot tab.
3. Move the Hardware Acceleration slider to the setting that enables the
effects.
There may be other troubleshooting steps that might help.

Thank you Mark for trying to help. That worked for the moment ,but didn't fix
the problem. when I restarted my computer it was right back where I started.
I really don't want to have to reinstall windows,but it looks like I may
have to.
