Display settings not working

The button for effects und "display/appearance/" doesn't work anymore.
I cannot get the button to open...I click on it and
nothing happens. Anyone know what's going on???

Thanks, but didn't work. The effects-button isn't greyed out, I can click on
it, just nothing happens...
