Display Properties: Effects Tab

When I right click on the Desktop, select Properties and then the Appearance
Tab, one of the buttons that appears is Effects (the other is Advanced).
When I click on the Effects tab nothing happens. What am I missing? I am
running XP Home. Thanks in advance!

This generally happens after installing third party desktop enhancers. If
this is not the case, run the edit on line 285 (right hand side):
