Deleting unwanted folders

How can I permanently delete unwanted folders from my computer? XP forces me
to keep folders like "My Pictures" that I don't want. I delete them but they
show back up after I reboot. I want controll over what is in my computer,
not what XP says I should have.

My Pictures is part of the Windows XP operating system. You can, however,
move My Pictures to another partition on your hard disk.
