Deleting pop up in browser toolbar

every time I load my browser or a different page this
toolbar appears in my browser. I can find it when I
click view , toolbars and it is located with the other
options (standard buttons, norton etc) I can then
deselect it but it always reappears automatically. How
do I delete this nasty toolbar?
