COOKIES not accepted, cannot mail eBay

ref: windows XP, Internet Explorer 6.0, dial-up

I am trying to leave a mail to eBay. They will not accept
my mail..saying my explorer won't accept cookies. This is
what I have tried so far:
- changed PRIVACY in Explorer, accept all cookies
- turned off Norton Internet Security
- turned off Norton Antivirus auto-protect
- re-booted after changes

please help, thanks, -Doug

I've just dealt with this myself.
First, turn back on all those nice security features you mention below!
Then try this:

Go to Tools > Internet Options, and click the Privacy tab.
At the bottom, where it says: "Web Sites: To override cookie handling for
individual Web sites..." click the Edit button.
You'll see a list of "Managed Web sites". Scroll down to ebay.com, click on
that, and then click on the "Remove" button to the right. Then OK.

In general, if you're concerned with privacy and would like to at least
minimize the cookies on your computer, while still on the Privacy tab, under
Settings click the Advanced button. Check "Override automatic cookie
handling" and "Prompt" under First-party Cookies. Then you'll be asked
every time someone tries to save a cookie, and 99% of the time you can "just
say no". It's probably fine to just "Block" under Third-Party cookies.
Also, within the Internet Options window, the General tab, you can "Delete
cookies", which removes all cookies that have accumulated. I do this
periodically. Beware though that some subscription sites use stored cookies
to confirm that you are a legitimate user. I'm not sure what problems occur
if you delete these; at the least you may have to confirm who you are.
