Confusing message in IE 6.0 SP1

I am having trouble with IE. I keep getting "file not found" messages when I try to connect to a website. There is an update that addresses this issue: q827667.exe. When I try to install it I see a message that says: "This update requires Internet Explorer 6.0 Service Pack 1 to be installed." When I look at the "about" info, it says: "Update Versions:; SP1; Q330994; Q824145" so I am confused.

I cannot connect so I need to install q827667.exe
I cannot install q827667.exe unless I have installed SP1
I have installed SP1

I hope someone has a bright idea about dealing with this, since I am stumped

Did you read the whole article and do as it says? You must install this
first:
http://www.microsoft.com/technet/treeview/default.asp?url=/technet/security/bulletin/MS03-048.asp
Then do the q827667.exe update. I would re read the whole article and try
again.
