computer stops responding when trying to restart

no matter what i do my pc will not restart i have to shut it down in order to
restart it. i go to start like normal then insted of shutting down i just
want to restart it , but when i do that it gets to a point that all i get is
a blank screen and the light on my pc goes solid and nothing else. it stops
responding. so i have to manualy shut it down. i would like to know how can i
fix this problem? i have even restored my windows to factory settings and
still don't work. i am running windows xp sp2

tyvm for your help but it still didn't work. i have ran out of things to do
so if you have any other sugestions please let me know other wise i guess
from now on insted of trying to restart my computer i will have to shut it
down and then turn it back on from now on.
