CiceroUIWNDFrame: OUTLOOK.exe

When starting Office Outlook, the error
message "CiceroUIWNDFrame: OUTLOOK.EXE - Entry Point not
found" appears.
The box displays "The procedure entry point GETIUMS could
not be located in the dynamic line library MSDART.DLL"
Hitting "OK" 6 times allows access to Office Outlook.
How do I repair this error?

Google Is Your Friend(tm). Entering the search term "CiceroUIWNDFrame:
OUTLOOK.EXE" gave me links to help solve the problem. Apparently this
has to do with Outlook's Speech & Recognition software. Here is a good
link to solve the problem (note that the url is split for the
