Change font color on desktop

How do you change the font color on the desktop of an XP
computer. Under the desktop icons, some computers have a
white font, the rest have black. I need to change from
white to black and have not found help anywhere.
Also, any idea how to disable Lock Workstation??

The font color can't be set by the user. If the desktop color is dark, the font color is white; if
the desktop color is light, the font color is dark. If your icon label background is transparent,
you get the white font with the dark shadows, regardless of how light your desktop color or
wallpaper is.

Started to look into disabling locking and found my comp is acting weird, so no advice on that right
now.
