Changing the Icon text colour on my Desktop

I want to change the colour for my icon text on my desktop. How do I do this. I go to Start - Control Panel - Display - Appearance - Advanced – icon but the text colour option is greyed out so I cant do it. I can change the size and bold it though. My wallpaper is going to be white. Therefore I need to change the text colours to black.

I have found a temporary solution.

Add a white Wallpaper as a gif image. This will then change the test to black.

If there are any other solutions please let me know.
