Can't save files or pictures in Explorer

Computer is Intel P4, 2-7, 2GB RAM, Windows XP Pro, Nvidia GeForce 6800XT
video card, 128MB RAM. When downloading files, (trying to save to desktop or
download directory), from any web page, (including email), such as
screensavers, applications, like WinZip, Zone Alarm, utility programs, etc,
when trying to save them to desktop or to a download directory, the download
screen pops up like normal, indicating that the file(s) are being downloaded,
then the screen goes away like normal after the downloading finishes. When
checking for the saved picture, video file, or application file in the
directory where saved, the files are not there. Also, WMV files won’t open
from web pages. When using another browser, (Mozilla) all files are
downloaded and saved successfully to the desktop with no problem. WMV files
save to the desktop and open up with no problem. We have reset the default
security settings in Explorer, we have set up another username on the
computer and deleted the index.dat file for the primary account identity as
suggested by Microsoft but that doesn't clear the problem. Using the added
identity, the same downloading issues still occur. We still cannot download
any file with Explorer. We have cleaned the computer from all viruses and
spyware, although minimal as those problems were, and still have the download
problem. We are at a loss to figure out what the problem is and would
appreciate any help from anyone else has had similar problems and found a fix
for it. Thank you for any help.
