Cant run 16 bit windows program

I put in a cd (game and program) and get the error message of:
"cannot find GDI.DLL"
then this:

"Cannot find file D:\setup.exe (or one of its components). Check to ensure
the path and filename are correct and that all of the required libraries are
available"

I have tried it with two older games and also a new(er) program on BOTH the
D and E drives.

What gives?

Click Start > Click Help and Support>type in "Program Compatibility Wizard"
Click on Getting older programs to run on Windows XP
Read down to >
To run the Program Compatibility Wizard
1. Start the Program Compatibility Wizard. <<<< link >>>>>>
2. Follow the instructions in the wizard.

* if Turn on search highlight is turned on in set options you will not see
that this is a link. I missed it, but I knew it had to be there.

It is rude to not to reply to an answer. Even if it is the wrong answer.
There are many options to consider. Hope you found a solution to you problem.

You may have a severely fragmented system drive (C:\). Try
a clean and defragment approach. Then try an install to see
if you have the same error. I have not encountered a general
installer fail with the 'tidy drive' system in force.
