Can't reinstall XP - unregmp2.exe

The procedure entry point GetIUMS could not be located in
the dynamic link library MSDART.DLL

I am trying to reinstall XP since my computer locks up.
Reinstall program locks up with 13 minutes remaining.

Now I'm stuck!
