cant recieve email from yahoo or hotmail

i cant receive any email from my yahoo account or hotmail..i get the usual
"failure to delivery" notice....but if i send from microsoft outlook to my
yahoo or hotmail....it reaches with no problem....i can get email from
outlook, but i cant reply back. anyone know why?

how are the accounts configured in outlook?
