Can't publish with FP because ISP blocks port 80

I have my web site hosted at an external provider (Powweb) which was
working great until started using RCN Cable Internet service about a
month ago. Now I find out that they block port 80 so I can't get FP to
publish to my external provider. RCN is nice enough to offer me a
static IP address which will resolve the issue but they want $10 more a
month.

Does anyone have any idea how I can get around this issue?

No workaround. Work within their rules or find another ISP.

They block port 80 outbound? That's pretty unusual, as it
would stop you from browsing any site on the Web!

Normally, if you can browse your live site, you can
publish to it. If you can browse but not publish, then
something else must be getting in the way, such as a proxy
server or some other firewall gadget.

Going to a fixed IP address wouldn't normally solve this
problem, unless for your $10/mo. you got additional
service changes.

Are there just two machines involved in this problem? The
one running the FrontPage client and the one running your
hosted site?

No I believe inbound, so I can't host a site at my house. And I think
the FrontPage server extensions want to talk back to my client when I
publish and that is what is breaking. I can browse to my hearts
content.
