Can't open Help and Support Center on new pc

I ran into something yesterday I've never seen before.
I can't get Help and Support Center to open on a new pc I
helped setup for a friend. All other menu items work.
Hitting F1 won't bring it up either. This is a new Dell.
Any ideas?
