Can't Access Help and Siupport Center

Running Win XP Home Edition on a new ABS 3500 (2.6GHz, 1Gb
RAM). Clicking on Start-Help and Support does not bring
up the Help and Support Center. Nothing happens other
than the pointer flashing some rainbow-like colors for a
few seconds. Nor can I access the help and Support Center
from any other location. I can, however, open individual
Windows help files by clicking on filename.hlp icons in
Windows Explorer.

Ideas? Thanks.
