Can't download my mail from AT&T(Bellsouth.net)

Like several others I can send but I can't receive email. I've been using
Vista and Windows mail for 3 months without a problem but for th last 2 weeks
I get the following error message:

Account: 'mail.bellsouth.net', Server: 'mail.bellsouth.net', Protocol: POP3,
Port: 110, Secure(SSL): No, Error Number: 0x800CCC19

I have contacted my dsl provider and jumped through all the hoops:
1. Turned off Vista's firewall
2. Disabled Norton's e-mail scanner as well as turned it off all together.
3. Searched for the file pop3uidl.exe and deleted it...although I never
found this file.
4. Checked for stuck emails, too large emails, those without headers, those
that do not conform to the mail RFC's, shoot I deleted everything in my
bellsouth web mail inbox folder.
5. I've deleted my bellsouth account in Windows mail and established a new
one.
6. I've used system restore to go back to a time 2 months ago when all was
well.

I now would like to try one more thing.
Does anyone know how to reload the Windows Mail application? I would
appreciate any help on this subject or any further suggestions for my problem.

A full uninstall is necessary, then delete and recreate accounts within WM.
3. Searched for the file pop3uidl.exe and deleted it...although I never
found this file.
4. Checked for stuck emails, too large emails, those without headers,
those
that do not conform to the mail RFC's, shoot I deleted everything in my
bellsouth web mail inbox folder.

Still, give your database a once over with...

Follow the instructions fully to make all functions available.

That is not a solution.

Email scanning should be turned off in any anti-virus. Also exclude EML
files from the scan. It provides no
protection not provided by the regular resident protection.
Besides that, McAfee and Norton are not compatible with Windows Mail and
should be uninstalled.
