Can't connect to FTP sites

I am not able to open any ftp sites. I get an error
stating that a connection with the server could not be
established. I am able to connect through the command
prompt using ftp.exe but not with IE 6. I have all the
latest updates, and restored all setting to defaults
within IE, I am running XP Pro upgraded from Home
Edition. Any Help will be gladly appreciated. Thanks!

Did you install these security patches?

A security update is available that modifies the default behavior of

If applicable.

Fix, if This problem occurs after you apply the 832894 security update
(MS04-004) or the 821814 hotfix.

SYMPTOMS
Programs that use Wininet functions to post data (such as a user name or a
password) to a Web server retry the POST request with a blank header if the
Web server closes (or resets) the initial connection request.

I had istalled the 832894 patch but later installed the
831167 to fix the problem, but I still had the same
problem. I have even reinstalled 831167 but problem
persists. Any other ideas?
