Can't change my homepage

All,
I would like to change my homepage but clicking on the Tools/ Internet
Options gives teh msg. This operation has been cancelled due to
restrictions in effect on this computer. please contact your sys admin. I
am the sys admin. ????.

After an internet search I've found a way to get to the options but the
homepage settings are greyed out???

Go to http://mvps.org/winhelp2002/unwanted.htm
Scroll down to "Various Registry Fixes."

Or... If you have Spybot S&D installed, open it in Advanced mode and check
the Immunize settings. You may have inadvertently set this restriction.

I believe SpywareBlaster can also cause this.
