Cannot uninstall Windows Defender completely

I am trying to install Norton security from a CD and I am getting error msg
that Windows Defender must be removed. I have already performed the
uninstall of Windows Defender and it's no longer in Add/Remove Program. I
ran in the same problem with installing a new printer. Windows Defender is
still active somehow. How can I fix this?

You may have to reinstall defender, turn off all defender features, then
uninstall it to remove it.

Just re-Install Defender then Uninstall it again using its uninstallation in
the start menu or in C:\Program Files\
