Cannot Open Outlook 2003

After I installed Office 2003 I cannot open Outlook. It
starts with the "Migrating Account Settings" option then
says you eschange server is unavailable. I then select
Work Offline and I get a message

"Cannot start Microsoft Outlook. Unable to open the
Outlook window. The set of folders could not be opened."

What do I need to do to get Outlook to open?
