Cannot Open New Window

I just reinstalled my Windows XP PRO and now i cannot open
a browser in an new window. When you right click and
select "open in new window" the windows opens but the page
never loads. you can press ESC and then F5 and the page
will load. But it should load automatically.

Any Ideas.
