Cannot install SP4 on Win 2K

I get an error "Setup could not verify the integrity of
the file Update.inf. Make sure the cryptographic service
is running on this computer."

I've tried everything in Knowledgebase article 281458.
Still I cannot install the service pack.

Any suggestions?

try renaming the catroot folder in system32 to catroot.old, its a fix for a similar issue with
updates on XP.

Not sure if it will help but try it.
