Cannot access Windows installer

Whenever I try to install something from the Internet, I
get a message that reads "Windows installer cannot be
accessed...may be in Safe mode, etc.." It is Error #1719.
Can anyone supply simple instructions for the resolution
of this problem? Thanks a lot.

Error 1719. The Windows Installer Service could not be accessed. You may be
running in Safe mode or Windows Installer may not be correctly installed.
