Windows Installer missing

For about the last week I have been having some problems with my windows
installer. My internet has been moving slower and I can't download pictures
from my camera. I went to uninstall the camera software and I get a message
saying that my windows installer cannot be accessed and this occurs when the
computer is running in safe mode or something else. I tried install on the
microsoft website and it still won't work. I don 't know what to do.
