windows installer

i can 't download software or remove software i keep getting message that i'm
either running in safe mode(which i know i'm not)or windows installer is not
installed properly.how do i fix this

What anti-virus application is installed, is your subscription current, and
can you manually update its definitions?

Is Automatic Updates enabled or can you enable it?

Can you reach and use Windows Update website to install critical security
updates?

Can you open Task Manager and/or Regedit?

Use Dial-a-fix to repair "Windows Installer".

Run it, select "Windows Installer" and let it do its thing.
