XP - Windows Installer Error

I have a problem with the windows XP installer.

This is the one that comes with windows XP and istalls
other programs, a bit like installshield.

Anyway, whenever I try to install something that uses
this, it loads the installer, then comes wih an error
message, something along the lines of:

"error 1719 the windows installer package could not be
accessed. this could be if the windows installer is not
correctly installed."

please help because i cannot install anything. I want to
be albe to reinstall it so it works.
