Cannot access Domain Controller Security Policy

Hi, When I open the Domain Controller Security Policy snap-in, I get this
error message.

"Failed to open the group policy object. You may not have appropriate rights.
Details: The systems cannot find the path specified."

However the Domain Security Policy snap-in opens and I'm able to
access/modify it.

How can I resolve this?

Most likely, you do not have access to the PDC Master for some reason or
another.

How can I check whether the PDC is up or down?Any tools to check that?
