Group Policy Error

hi folks
i got a problem. i cannot open my domain controller
Policy or Default domain Policy on my Windows 2000
Domain Controllers including my PDC AND BDC.When i go
from
Start, Programmes,Administrative Tools,
Domain Controller Policy
OR
Default Domain Policy.
I get the following Error
Group Policy Error
Failed to open group policy object
You may not have the appropriate rights
Detail: The network name cannot be found.

Is this something to do my Global Catalog Server.

I think you got a problem with one of your operation
Master role likely PDC emulator. Try transferring the role
in to your working server. I had this problem with PDC
emulator and this is how resolve it.
