Can ping, but can't browse

I have seen a number of people posting with similar problems, but have
yet to see the solution that works for me.

I am working with ICS, using a laptop to connect through a router to
the computer that connects to my ISP (via a wireless service, though I
don't think that's relevant here). All of a sudden, without installing
anything new or making any changes, I am unable to browse the net.

Everything works properly from the DESKTOP which is connected directly
to the ISP. On the LAPTOP:

- I CAN ping virtually any site, using either the IP address or the
name.
- I CANNOT browse the net in most cases, but on rare occasion I do
make a connection. I get the "Web site found...." message until it
eventually times out.
- I can connect to the desktop, although for a long time I could not
with network connections (got the standard unavailable message), but
could if I typed in the known path directly.
- I have provided the DNS servers and have confirmed that these agree
with the DNS servers being used by the desktop.

Based on what I've read online, here's what I've tried:

- Checking for spyware. (I understand Gator can cause similar
problems.) The system was clean.
- Resetting the TCP/IP stack.
- Deleting the Winsock Registry keys and reinstalling TCP/IP.
- Disabling and ultimately uninstalling Norton Personal Firewall.
- Reinstalling IE6 (though as I understand it you can't remove it
first).
- Doing an "upgrade" of XP. (I REALLY don't want to have to do a clean
install.)

And I few other things I can't remember right now.

Both machines are using XP: the laptop XP Pro and the desktop XP Home.
As I said, this is a recent development and I have been pulling out my
hair over it; I really can't afford to lose more.

Please do not refer me to the dnsreports page that describes a similar
problem. I have seen it, but the solutions shown there which apply to
XP have not helped.
