Can I make a Hover Button link open in a New Window in FrontPage?

I am working on our web page and I only have access to Front Page to create
it. I have a series of menu buttons created using the "Hover Button"
command. I need the link for one of the buttons to open in a new browser
window. I have tried several variations of the target="resource window"
command but have not been successful in getting the link to open in a new
window. Is there a way to do this, or will I have to re-do my entire menu
scheme? I hope not because I like the way the Hover Buttons look. Thanks
for the help!

Hover buttons are obsolete.

It would be better to make your own buttons, and use the DHTML image swap
effects in FP2002/2003.

Users require Java Virtual Machine to view the hover buttons - they are java
applets. JVM is not included in Windows XP due to the lawsuit with Sun
Systems over Microsoft's.
