can a Guest account connect to an ISP using DSL ?

can anybody get their Guest account to connect to their ISP ?
My Guest account is failing to connect to my DSL provider. The error
message is
Undefined RAS Dial Error (5).
Accounts in other Groups do not have this problem.

On another subject, would you happen to know an answer to the following ?
There is an option in IE Advanced, labeled
"JIT compiler for virtual machine enabled".
Should I check this box or leave it unchecked,
if I also have Java Runtime Environment installed, including the Java
Plug-in component enabled for running Java applets in IE ?

Yes.

I have a small utility called KeepRAS.Exe This small Visual Basic program
will adjust your registry settings, so that the dial up connection will not
drop when switching users. If you like, you can also use the utility to
change things back to the way they were.

There is no installer, just save it to your hard drive and double click it.
You must be logged in as an Administrator, or use the RunAs to use this
program, as Registry "write" permissions are required.
