Guest account can't connect to Internet

Just set up a new computer for my parents. Running XP Home sp2. When I
sign onto Guest account, I cannot sign onto their ISP account to go online.
Is there a setting I've missed? I've tried putting a shortcut to their
dial-up account on the Guest desktop, but it is inactive. On my computer at
home which also runs WinXP sp2, my Guest account has access to the internet.

How can I fix this? Thanks for any help you can give.
