Browser Vertical Scroll Bar Over-reacting

I have noticed unusual behavior from my browser and I
think it happened after the last automatic Windows
critical update downloaded to my computer, or it could be
I just changed broadband providers and maybe they changed
my browser version in some way.

The unusual behavior is that the scroll bar does not work
like it has in the past. For example, if I click on the
down arrow at the bottom of the vertical scroll bar, it
often takes down the page multiple (6) lines instead of
just one. If I click on the scroll bar below the slider,
it takes me down 42 lines though one page down would be
only 24 lines so it is like it is taking me down two pages
instead of only one page. With one editor I use, the
scroll bar really behaves poorly and if I click below the
slider it takes me to the bottom of the document. Anyone
else experiencing any of these problems?

John,
The latest security patch (Q824145) is causing your problem. You have the
choice of uninstalling it (and opening yourself up to some security risks)
or putting up with it till our friends in Redmond get around to fixing it.
AFAIK, they have not committed to a date for a fix. Personally, I got so
pissed off that I have switched to Mozilla Firebird and am sort of liking
