1 click - two scrolls down - weird behavior

Has anyone found a work around for this unbelievable obnoxious "Feature" MS added in security update: KB82414

You know where you click in the vertical scroll bar and you get two "page downs" instead of one - you have to click close to the slider bar to generate the normal single page down behavior

Please advise

This is caused by a bug in the Q824145 patch. Click just under the slider in
the scrollbar, drag the slider, use the Page Up/Page Down keys, the arrow
keys or the wheel on the mouse.

But...
There's a new critical Update out for IE.

I've heard that it fixes the scrolling problem and I've heard that it
doesn't. It will almost certainly delete all saved (autocomplete) passwords.

The Feb IE security update fixes the scroll problem.
