boot problems

I have XP pro and when the computer boots to the welcome
screen a window pops up for 29 seconds with the
heading "User Environment" and says:
Windows cannot load the user profile but has logged you
on with the default profile for the system.
Detail: a required privelege is not held by the client.
After this message disappears, then it keeps rebooting to
the same screen in circles.
