Blocking of Level 1 Attachments - Remove

How can I cancel or stop the blocking of message Level 1 message attachments?
I often send web site links (.URL) to myself, and my Outlook 2002 (XP)
automatically blocks those attachments. If I am administrator of my own
system, how can I turn off the blocking of Level 1 file extensions?

Go to Microsoft's huge support knowledgebase site
(http://support.microsoft.com), advanced search, pick "Outlook 2002" for the
product, and search on "Level1Remove". They have an article that tells all
about how to remove blocks from specific filetypes. Also, Milly's
suggestion will lead you the site that will list some utilities that can
make it easy to configure the Level 1 blocks, like Attachment Options.
